OSHA-style safety issues, I believe. We investigated with our coming
vaults.

Well, how terrible are the tracks for the shelving system?  Might it not
be cheaper, and better, to just mount them atop the concrete and train
archivists to step over them?  Or are there governmental safety rules
that prohibit this?
