It's dynamic to a finite degree.  It basically comes down to experience.  Any binder can, with experience, develop a pallette of techniques and methods that will work well for them.  Ten binders can have ten different approaches that work to give a similar end product.  I would spend more time on your own practical experience and less on theory (within reason- theory can help...or hinder).
     One point to remember is that the "draw" of a type of paper doesn't necessarily depend on it's weight or thickness.  Some very thin papers and tissues can exert a remarkable amount of "draw" when drying.
