[BKARTS] making bookcloth

What do people think is the best method of making bookcloth for a small group of adults in a workshop? 
I was thinking of using paste on fairly light paper (tissue?) then lifting it with the help of a dowel and smoothing it out onto damp fabric. Then turning it over, pasting the edge to the bench, or a large tray, and letting it dry. It may not dry enough in 2 hours to be cut off, though...
