Binding costs

I am looking for anu information on added charges incurred on commercial
binding invoices.  Namely,  do most institutions incur these charges
separately from the normal cost/volume quoted by their commercial
binders.

Also looking for information people may be willing to provide such as
percentage of overall dollars spent vs. dollars spent on these added
charges.

Do most institutions leave the "added charge" decision making process up
to their binder or do they have a strict " to be done only on library
instruction" clause in their contract.
