Adhesive for paper

Can someone recommend an adhesive for paper for use in a hot, wet
tropical region rife with insects?  Low-Tg acrylics like Lascaux
498HV fail in that climate, and starch pastes invite infestation.
Has anyone tried cellulose ethers under these conditions?  What
might work well?
