Consolidation

I am planning some treatments involving consolidation of friable
media.  In the past I have used an ultrasonic humidifier a la Steven
Michalski.  While effective, that system is a bit cumbersome and I
was wondering about nebulizers or other tools now available.  There
seem to be a multitude of affordable nebulizers available.  Aside
from droplet size and rate of air flow, what other criteria are
important to consider?  Has anyone had trouble obtaining a waiver
for the required prescription?
