FRANCOPHONE

In connection with the offer to have one's name included in the
annuaire global des bibliothecaires francophones: how do others
on the list understand "francophone"? Does one have to be fluent
in active French, or is it enough, which is, for instance,
largely my case after years in America, to read the language
without difficulty and get along more or less in conversatioon?
(I understand the question should be addressed to Jacques Faule
but it is technically simpler and maybe otherwise useful to
          solicit other Americans' opinion first.)
