yes it does, and by now most people are favoring that--in moderation and in
measured terms--as the next step in making the network useful. It used to be
the case that commercial use was frowned on. This is no longer so and the
explicit rules by authorized agencies (e.g. NSF, or backbone network
operators) have been explicitly changed to recognize this. --pg
