Advice about Collection/Facility Split





I'm interested in communicating with people who have had experience on
either side of an arrangement in which a collection (of books, MSS,
art--anything that requires special handling) is owned by one entity and
the facility housing it is owned and operated by a separate but related
institution (not a simple landlord/tenant situation).  I want to be able
to advise a society of which I'm a member about how this might be done:
the society owns the collection, which needs to be housed and serviced,
and another organization which shares some of the society's goals proposes
to provide the facility.  Without the facility, the society can't make the
collection accessible; without the collection, the other organization has
no reason to build the facility.  Can anyone give me an example of a
contract between the two organizations that would be fair to both, or
describe problems encountered that they might be able to avoid?
