I don't know about newspapers, but the NYPL deacquisitioned thousands
of microfilmed pre-20th century pamphlets by throwing them out
(actually many were retrieved for private sale at a fraction of their
real worth) and this provoked tremendous uproar. See "The Talk of the
Town" article in THE NEW YORKER - Dec. 1997 I believe.
The New York Historical Society deacquisitioned historical pamphlets
at public auction and I have heard no complaints.
