Just in case you're not familiar with library cataloging, the rules for
modern (post-1800 or post-1821) books and other materials are in the
Anglo-American Cataloguing Rules, 2nd ed. (a joint production of the
American, British, Canadian, and Australian library associations; most
recent ed. 1998). The rules concerning your question are mainly in sections
1.4F, 2.0B2, and 2.4F. In the United States, these rules are supplemented
by the Library of Congress Rule Interpretations, which use the same
numbering system. The Rule Interpretations are considered just as important
as the original rules. I don't know what the British counterpart to them
is, though (if there is one).

Could someone direct me to rules for dating books in library catalogue
entries? I am trying to identify copies of books that do or don't have the
date of publication on the title-page but it isn't clear if library
catalogue entries recognise a difference.
