Of the archival supply companies in the US, Light Impressions has always had a special interest in photographic preservation.  I don't have their full catalog handy, but they may have some appropriate supplies available.  www.LightImpressionsDirect.com is their online address.

The only appropriate marking ink is from the Library of Congress:

I'm not certain, however, that they will provide it to individuals because 
of security concerns.

Large embossing stamps are probably not good for photos.  A microstamp might 
be appropriate, although the resulting mark will not be highly visible.
