Mark Hoffman did indeed counterfeit documents, and for awhile he was getting away with the forgeries. His world was coming apart and hence his murders. Having committed the crimes, he inspired forensic scientists to sharpen their repertoire; someone now would not fool people with forgeries done the way Hoffman did them for anywhere near as long as Hoffman got away with his forgeries.
