And that's exactly what happens sometimes. I'm cataloging a very
interesting book collection at the Moravian Archives in Bethlehem, Pa.,
and have surprisingly often lately hit on holding-less records in OCLC
that I can use. Why waste a good (or even sometimes not-so-good)

We here ran into the same situation.
So to clarify matters I called OCLC support.
They do not delete bib records even when there is no holding library.
They hope that someone will come around at some point and add a
holding eventually.
So your assessment is completely on point.
